A collection of different citizens trying to get a form from the police to file a complaint

That happened to me once, I'll never forget it. It's a long story, but to break it down, my car was impounded because my registration was expired 3 days! I had proof of insurance and they said it wasn't really proof! The officer asked me, "Do you just think you can get insurance and you're actually insured?" It was crazy! I had the temporary sticker on my car window and the date was February 8 and the day they impounded my car was something like February 11.
[I could explain the reason they stopped me to begin with, but then I'd be getting into a whole other story and it's too much to explain.]
So I went to see the lady who worked at the DMV registration services on Mission Trail in Elsinore, she's really nice and hates cops, and told her the story, and she said, "They're just trying to jack you around! You go to the police station in Perris and fill out a ILLEGAL TOWING form.
So I went there and asked for the form, and the clerk said there is no such form. I was confused, so I went back to the lady at the DMV reg serv place and told her, and she said, "Go back again and DEMAND to fill out that form! When they tell you they don't have one, tell her you want to speak to her supervisor; if the supervisor doesn't give you the form, tell her you want to speak to HER supervisor. So that's what I did.
The clerk again said there's no such form, and I said, "Ok, I need to talk to your supervisor, because there IS such a form, and if you won't get it for me, then I'm sure she will." She looked at the forms hanging on the wall and said, "Aw, here we go!" And I filled out the form.
Now, if you want to hear what happened after -- which you won't believe -- let me know, and I'll tell you... Just didn't want to make this comment too long if it's boring.
